The Lesotho Electricity Company invites sealed Bids from eligible Bidders for the execution of the upgrade of the Khukhune 88/33kV substation.
DEADLINE: 19 September 2023 at 12pm
The upgrade will be executed by adding two 30MVA transformers and constructing a 6km 132kV transmission line from the Muela Hydropower Station to link the 88kV transmission line from South Africa at the substation.
This assignment should be conducted over a period of twelve (12) months.
Bidding will be conducted through Open Competitive Bidding (International) as specified in the African Development Bank’s Procurement Framework for Bank Group funded Operations dated October 2015, IFB and is open to all eligible Bidders.
Bidding process
For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the Bank’s Disbursement Guidelines and procedures for Investment Project Financing, except for those payments which the contract provides to be made through a letter of credit.
The bidding document in the English language may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of two thousand Lesotho Loti/South African Rand (LSL2,000 or ZAR2,000).

A Pre-Bid meeting shall take place on 10 August 2023 at LEC Training Centre, Lesotho Electricity Company (Pty) Ltd, 53 Moshoeshoe Road, Industrial area, Maseru 100, Lesotho and will be followed by a site visit conducted by the Employer on 11 August 2023.
Requests for clarification should be received by the Employer no later than 21 days prior to the deadline for the submission of bids.
