The South African Police Service’s (SAPS) head of procurement, Lieutenant-General Molefe Fani, on Thursday conceded that the multimillion-rand medical services tender awarded to Vusimusi “Cat” Matlala’s company, Medicare24 Tshwane District, contained serious irregularities and
