Eskom issues a tender for renewable energy business unit

Eskom has issued a tender for the establishment of a separate renewable energy business to accelerate the deployment of renewable energy solutions.

Deadline: 7 May 2025, 10 am

A non-compulsory clarification meeting will be held virtually on 17 April 2025.

The objective for the new subsidiary will be to operate independently of the main Eskom entity to allow for greater governance agility, competitive market positioning and enhanced public-private partnerships (PPPs) for a period of 12 months.

Eskom is in the process of establishing a separate renewable energy company, which will operate as an independent subsidiary. This decision is driven by the need to enhance operational agility, improve governance and attract investment into Eskom’s renewable energy portfolio.

The Eskom Board has recognised that the current governance framework limits Eskom’s ability to swiftly implement renewable energy projects. The proposed subsidiary structure will provide Eskom with flexibility in procurement, partnerships and operational execution, thereby ensuring that it can contribute meaningfully to the Eskom’s renewable energy goals.

To support this transition, Eskom requires the expertise of experienced experts to assist in structuring, operationalising and optimising the new renewables subsidiary. The experts will be expected to provide insights on organisational design, governance structures, financial models, risk management and implementation roadmaps to support in swiftly establishing the Eskom renewables business.

This procurement request seeks to engage firms that can strategically support the Group Executive for Renewables in developing the foundational framework for Eskom’s new renewable energy subsidiary, ensuring that it is positioned for long-term sustainability and competitiveness in the South African energy market.

The primary objectives of setting up this subsidiary include:

  • Enhancing competitiveness: The new entity shall improve the competitiveness of Eskom’s energy value proposition.
  • Facilitating investment: A legally distinct entity will create opportunities for Public-Private Partnerships (PPPs) and enable greater access to green financing mechanisms.
  • Ensuring regulatory compliance: The structure of the subsidiary will align with national energy policies, including the Electricity Regulation Act and Eskom’s licensing requirements with the National Energy Regulator of South Africa (NERSA).
  • Accelerating renewable energy deployment: By operating independently, the subsidiary can drive Eskom’s transition towards cleaner energy more effectively.
