The Gauteng High Court has annulled the controversial contract with IDEMIA for printing driving licences, mandating the Department of Transport to re-advertise the tender within 30 days.

The Gauteng North High Court found this week that the tender for a new machine to print “secure” cards, won by IDEMIA Identity and Security SA in August 2024, was “irregular, invalid, unlawful and unenforceable”.

The Department of Transport welcomes the ruling setting aside the driving licence card machines tender awarded to French firm IDEMIA.

The Minister of Transport, Barbara Creecy, and Deputy Minister, Mkhuleko Hlengwa, have welcomed the High Court’s declaratory order that sets aside the appointment of IDEMIA as a preferred bidder for the driving license card machines tender.

As an interim measure the transport department has been allowed by the court to outsource the printing and issuing of driving licence cards to the home affairs department.

The North Gauteng High Court ruled that the appointment of Idemia as the preferred bidder was irregular, unlawful, and invalid following concerns raised by the Auditor-General.

The Department of Transport has given an update on the printing of driving licence cards in South Africa, including the approval of a new prototype design.

The Department of Transport has been ordered to re-advertise the bid.
