PRASA issues a solar PV tender for various sites

The Passenger Rail Agency of South Africa (PRASA) has issued an expression of interest (EOI) document for engineering, procurement and construction of renewable solar photovoltaic plants at identified PRASA sites on a build, operate,and transfer model.

There is a compulsory briefing session that will take place on Tuesday 10 December at 30 Wolmarans Street, Umjantshi House, Ground Floor Auditorium, Braamfontein, Johannesburg. 

PRASA, through its Property Division, PRASA Corporate Real Estate Solutions (PRASA CRES), is embarking on an EOI process to assess private sector participants with an appetite for the commercialisation of solar plants at various PRASA sites nationally.

As part of PRASA’s secondary mandate strategy, PRASA CRES strives to optimise and commercialise PRASA’s property portfolio through the Energy and Utilities department by introducing measures to reduce electricity costs and business interruptions. 

This initiative aims to make available PRASA property for design and construction of renewable solar energy opportunities, including possible generation of revenue by selling excess energy back to the Eskom Grid and unlocking income prospects of selling to other third party organisations (% revenue share) and bridging the gap between the government subsidy and the ever-growing operational deficit.

PRASA to use BOT model for solar programme

Utilising the Build, Operate and Transfer (BOT) model, the division will make available to the market the ever-busy and well-located properties as listed below at the minimum MWp. PRASA introduced a solar plant programme that will assist and provide renewable solar energy to PRASA properties. 

This initiative programme is aimed at reducing the electricity bill and assisting the supply authority by reducing national electricity demand from the grid. The solar plant project shall keep the business operating and maximise business operations. 

PRASA states that the loadshedding has greatly interrupted PRASA business and PRASA’s tenants. Some of the PRASA operations and businesses depend highly on the availability of electricity, such as trains and depots. 

Rail operations, being the core business for PRASA, require no or minimal electricity interruptions to its business. Unfortunately, the loadshedding is a South African problem that requires businesses that use high loads, like PRASA, to assist where they can by reducing electricity demand.

The bid envelopes should be deposited in the PRASA CRES tender box, which is located at the Braamfontein Head Office.
