Tender: SANEDI invites bids for energy security intervention

The South African National Energy Development Institute (SANEDI) invites suitably qualified and experienced service providers for the design and implementation of a solar PV with storage mini-grid energy security intervention.

SANEDI states that while the exports of the country are vital to the economies of the world for downstream manufacturing and thus for an integral part of global economics, it’s also important to be cognisant of severe environmental impacts due to mining activities, not least of which include air quality as well as rainwater quality and atmospheric particulates that can be severely corrosive.

The impact and the effect that this has on the mining industry itself, as well as the business and residential support in surrounding occupied areas, can significantly impact profit generation for South Africa. 

Against the backdrop of providing energy security of supply for industry, particularly mining houses, as well as the South African National Defence Force, this project aims to answer unique questions not yet addressed that can have a significant impact on boosting the South African economy.

This project focuses on energy security under specifically South African conditions in a multi-mini-grid scenario with current passive energy efficiency implementation in parallel. In addition to supporting contributions from the Department of Defence (DoD), there is also the provision of a “wet lab” in situ site for significant experimental data collection and monitoring, expected to lead to internationally peer-reviewed knowledge not currently available.

The project will require the delivery of a full wrap offering, including:

  • System Design for 500kW Electricity System 
  • Hardware, including photovoltaic panels, inverters, batteries, and all associated trunking, lagging, wiring, and electronic components, etc.
  • Installation with the associated labour, certificate of compliance, five-year service plan, hardware guarantees, and warranties 
  • All associated data logging and live measurement data to be installed, preferably with a web-based data logging system. 
  • Project CIDB compliance, including all required standards and safety regulations 
  • The system must be modularised (inverters and batteries) to ensure energy security and be able to support additional mini-grid system integration

The deliverables include R&D to be focussed on fact-based business case knowledge support for the South African mining sector, energy security, technology longevity, and performance. 

SANEDI has identified a secure site in Limpopo province that has a variety of distinctive South African climatic conditions, allowing for technology testing under unique circumstances to add to the knowledge of how renewable and energy efficiency technologies can function in South African environments.

 This site is located very close to multiple-mineral mining operations and exposed to harsh environmental conditions leading to atmospheric particulates, acid rain and corrosion on surfaces, it is also a very warm environment with high solar irradiation and harsh atmospheric challenges.

Mining houses are being encouraged by the government to ensure their own energy supply through the implementation of renewable and/or alternate energy supply. However, there is, to date, no South African literature on what the effect of harsh environmental conditions will have on technology performance and longevity. 

This proposed project will determine an energy security solution that will also allow for multiple integrated technology testing under South African climatic and mining industry conditions. 

The expected outcomes for the project include: 

  • Design of the first mini-grid system to meet energy needs on the identified buildings 
  • A rooftop-mounted PV system with battery backup that ensures consistent secure electricity supply to the identified buildings 
  • System warranties and guarantees, as well as Service plan to be implemented across defined timeframes 
  • CIDB compliance
  • All standards and safety compliance requirements

The project activities are anticipated to be executed and concluded within 12 months from the signature of the contract, including the final project hand over.
