UNDP South Africa issues tender for climate finance advisory

The United Nations Development Programme (UNDP) South Africa has issued a tender for the Climate Finance Advisory Services for G20 Presidency Support.

Deadline: 12 June 2025

The consulting firm will undertake a broad set of technical, strategic and advisory activities under the guidance of UNDP’s G20 Technical Lead and the Sustainable Finance Advisor. These activities will include:

i. Technical Advisory and G20 Negotiation Support

The firm will be expected to provide expert guidance on G20 climate finance-related themes. This includes conducting technical reviews and preparing strategic input papers for South Africa’s negotiation teams. The consulting team will also be responsible for interfacing with stakeholders such as the Financial Stability Board (FSB), World Bank, International Monetory Fund (IMF) and Organisation for Economic Co-operation and Development(OECD) providing briefing notes, position summaries and ensuring that South African positions are supported by robust data and comparative global insights.

ii. Design of a National Climate Finance Framework

A central output of this engagement will be the development of a climate finance model tailored to South Africa’s development context. This will entail a comprehensive assessment of current climate change vulnerabilities, institutional arrangements, and financing gaps.

The model should include a governance and coordination structure, operational guidelines, and mechanisms for mobilisation and tracking of climate finance from domestic and international sources. The framework must ensure participation from public institutions, development partners, private sector actors and civil society organisations.

iii. Development of Monitoring and Evaluation Systems

To ensure accountability and strategic direction, the consulting firm will develop a monitoring and evaluation (M&E) framework that enables tracking of climate finance flows and performance metrics. This system will support data disaggregation by source (public, private, bilateral, multilateral), sector (energy, water, transport, etc), and level (national, sub-national).

iv. Knowledge Generation, Capacity Building, and Dissemination

The firm will contribute to the production of policy briefs, technical summaries and thought leadership pieces related to climate finance, just transition and resilience-building. Furthermore, the firm will support capacity-building sessions for South African officials, contribute to knowledge-sharing platforms and document lessons learnt throughout the course of the engagement.
