Somaliland issues tender for 12MWp solar power plant

Somaliland’s Ministry of Energy and Minerals has issued a tender for the supply, installation, testing and commissioning of a 12MWp Solar PV power plant with 36MWh of Battery Energy Storage System , including a 13.5km of 33kV Evacuation line for BEC, Berbera, Somaliland. 

Deadline: 5 May 2025, 9.30am Hargeisa Local Time

A pre-bid conference shall be conducted physically by the employer, the Ministry of Energy and Minerals, Hargeisa, Somaliland, on 5 April 2025, at 9.30am Hargeisa, Local Time.

The Government of Somaliland has received financing from the World Bank toward the cost of the Somali Electricity Sector Recovery Project and intends to apply part of the proceeds toward payments under this solar PV contract.

No site visits will be organised by the employer, but bidders are encouraged to make site visits to familiarise themselves with the scope of work envisaged.

For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.

The duration of the contract will be 15 months from the effective date of the contract.
